State OKs city’s plan to borrow from workers’ comp fund to pay tax anticipation note

On Friday January 6th, Scranton Pennsylvania made payment on a tax anticipation note with $5 million borrowed from a workers’ compensation trust fund, ensuring that bills and employees will be paid in 2012, city officials said.
